I checked with Jake, and my understanding now is that notices should go out certified since we only need proof of delivery. For consents, we'll handle those electronically whenever possible, provided we have the correct contact or can get the request to the appropriate party. If an email address can't be located, we'll fall back to certified mail for the consent.
